SIRGE Coalition Grantmaking Consultant (contract)

Terms of Reference

The Securing Indigenous Peoples’ Rights in the Green Economy (SIRGE) Coalition implements transformative solutions to secure the rights of Indigenous Peoples in the global transition to a green economy. With respect to the transition mineral supply chain, SIRGE Coalition focuses on the urgent need to operationalize Free, Prior and Informed Consent (FPIC) as enumerated in the United Nations Declaration on the Rights of Indigenous Peoples.

To do this, SIRGE Coalition:

  • Centers Indigenous Peoples’ leadership, solutions, and voices.

  • Champions Indigenous Peoples’ self-determined priorities in the green economy

  • Advocates for policies for the green economy that include FPIC as a safeguard of the rights of Indigenous Peoples.

  • Compels companies – including automakers, battery producers, technology, finance, insurance, and mining companies – to implement respect for Indigenous Peoples’ rights throughout their supply chains.

  • Ensures that Indigenous communities have the resources and power to pursue their self-identified priorities in the green economy.

The SIRGE Coalition was founded by Cultural Survival, Tallgrass Institute, Earthworks, Society for Threatened Peoples - Switzerland, and Batani Foundation. CONTRACT OVERVIEW

The SIRGE Coalition Secretariat seeks for a Consultant for an initial 6-month contract, with an opportunity for extension, contingent on funding. The Grantmaking Consultant will:

  • Develop a grantmaking framework to support Indigenous Peoples’ communities and organizations in their self-determined efforts to secure Indigenous Peoples’ rights in green economy

  • Manage initial grantmaking of at least $150,000 in 2025.

The Grantmaking Consultant will work with the SIRGE Coalition Secretariat, Executive Committee members, Support to Communities Workstream, and member organizations to refine a draft grantmaking framework. The framework will guide the SIRGE Coalition’s grantmaking process, decision-making, and follow-up, and should be complementary to existing grantmaking programs led by SIRGE Coalition member organizations.

The Consultant will then work with the Secretariat to manage initial grantmaking, including solicitation and review of proposals and preparing recommendations. The consultant is expected to work closely with the Support to Communities workstream and member organizations during this process. Following approval of the grants, the consultant will manage the process for providing initial grants, including grant agreements.

The Consultant will engage during the contract as a part of the Secretariat, participating in weekly staff meetings, monthly Coalition meetings, and monthly Support to Communities workstream meetings.

We seek a consultant who is people-centered, detail-oriented, and self-driven with demonstrated experience working collaboratively in coalitions with diverse groups to advance social change. reference will be given to consultants with experience in grantmaking to support Indigenous Peoples.

DETAILED TERMS OF REFERENCE

The SIRGE Coalition Grantmaking Consultant will:

  • Refine the SIRGE Coalition grantmaking framework

  • Together with the Secretariat and the Support to Communities Workstream, test the framework

  • Implement initial grantmaking in 2025, including:

  • Soliciting grant applications

  • Establishing and managing a database of applicants and applications

  • Conducting due diligence

  • Developing recommendations

  • Coordinating the decision-making process

  • Overseeing administration of grant agreements and payments

  • Monitoring and evaluating grantmaking with a goal of Coalition-wide learning

  • Support communications about SIRGE Coalition grantmaking

  • Attends and participates in SIRGE Coalition meetings, meetings of other coalition member organizations, and external meetings.

PREFERRED SKILLS AND EXPERIENCE

  • At least 2-3 years of experience in grantmaking, ideally focused on international grantmaking and to support Indigenous Peoples’ rights.

  • Lived experience and/or proven knowledge and understanding of Indigenous Peoples' diverse realities and needs.

  • Knowledge, or ability to learn, about Indigenous Peoples’ rights in international and national frameworks and familiarity with concepts related to the transition to a green energy economy.

  • Strong interpersonal and communication skills, especially across distinct cultures and contexts.

  • Proven experience in project management.

  • Team player capable of setting goals and deadlines and working towards them.

  • Ability to work independently within a multicultural environment, under limited supervision, with access to consistent and reliable internet to attend various meetings.

  • Ability and willingness to work across time zones.

The Consultant reports to SIRGE Coalition’s Executive Director.
